| Abstract | L’arrêt de la convergence des revenus et la forte dépendance du pays aux échanges internationaux mettent en évidence la nécessité d’un processus plus équilibré et plus stable de convergence des revenus. Pour y parvenir, il convient d’instaurer une économie intérieure forte, ce qui suppose l’expansion considérable de l’un des plus petits secteurs privés des services de la zone OCDE. Cette évolution serait un moteur de croissance et entraînerait une amélioration de la compétitivité au niveau international, dans la mesure où les services dont les prix sont fixés de manière plus concurrentiels sont des intrants intermédiaires de la production manufacturière et contribuent à stimuler les processus d’innovation et la diversification des produits. La promotion d’un secteur privé des services dépend de l’efficacité de la mise en œuvre de la politique de la concurrence. Ces vingt dernières années, de nombreux obstacles à la création d’entreprises ont été mis à bas et les fondements d’une économie de marché concurrentielle ont été posés. L’autorité de la concurrence et ses moyens d’actions sont proches des meilleures pratiques mais cette autorité doit encore mettre au jour les ententes injustifiables qui ont pu se former dans le pays, d’où la nécessité de passer en revue les ressources dont elle dispose et certains de ses principaux moyens d’action, comme son programme declémence. Plusieurs des secteurs de réseau du pays restent dominés par des opérateurs publics verticalement intégrés, ce qui exige de prendre des mesures supplémentaires pour limiter l’ingérence du secteur public et assurer un accès non discriminatoire à ces réseaux. |

National Digital Library of India (NDLI) is a virtual repository of learning resources which is not just a repository with search/browse facilities but provides a host of services for the learner community. It is sponsored and mentored by Ministry of Education, Government of India, through its National Mission on Education through Information and Communication Technology (NMEICT). Filtered and federated searching is employed to facilitate focused searching so that learners can find the right resource with least effort and in minimum time. NDLI provides user group-specific services such as Examination Preparatory for School and College students and job aspirants. Services for Researchers and general learners are also provided. NDLI is designed to hold content of any language and provides interface support for 10 most widely used Indian languages. It is built to provide support for all academic levels including researchers and life-long learners, all disciplines, all popular forms of access devices and differently-abled learners. It is designed to enable people to learn and prepare from best practices from all over the world and to facilitate researchers to perform inter-linked exploration from multiple sources. It is developed, operated and maintained from Indian Institute of Technology Kharagpur.
