| Abstract | Ce chapitre présente un éventail de problèmes auxquels sont confrontés les praticiens lorsqu’ils s’efforcent de mesurer aussi précisément que possible les coûts des projets et des politiques, ainsi qu’une gamme de solutions à leur disposition. Par exemple, les coûts de mise en conformité avec les réglementations et ceux des grands projets seront sans doute extrêmement incertains tout en risquant d’avoir une incidence notable sur les autres coûts et prix au sein de l’économie. Si tel est le cas, les coûts de mise en conformité imposés par la mise en oeuvre d’une politique devraient dans l’idéal être estimés à l’aide d’une analyse d’équilibre général, approche qui a ses partisans et ses détracteurs. Un autre problème tient au fait que les responsables politiques sont très sensibles aux effets de la réglementation sur la compétitivité et l’emploi. Pour décider si ces préoccupations doivent ou non être prises en considération dans une ACB, il convient de procéder à un examen approfondi, la réponse à cette question pouvant par ailleurs dépendre du type d’économie considéré. Il peut néanmoins être souhaitable de rendre séparément compte des effets sur l’emploi, par exemple. Enfin, les politiques qui visent à atteindre un seul objectif d’ensemble peuvent avoir des effets secondaires dans d’autres domaines d’action (comme c’est le cas des gaz ayant un effet sur le climat et des polluants atmosphériques produits conjointement). Bien que les bénéfices soient fréquemment additionnés, certains experts ont mis en doute le bien-fondé de cette façon de procéder. |

National Digital Library of India (NDLI) is a virtual repository of learning resources which is not just a repository with search/browse facilities but provides a host of services for the learner community. It is sponsored and mentored by Ministry of Education, Government of India, through its National Mission on Education through Information and Communication Technology (NMEICT). Filtered and federated searching is employed to facilitate focused searching so that learners can find the right resource with least effort and in minimum time. NDLI provides user group-specific services such as Examination Preparatory for School and College students and job aspirants. Services for Researchers and general learners are also provided. NDLI is designed to hold content of any language and provides interface support for 10 most widely used Indian languages. It is built to provide support for all academic levels including researchers and life-long learners, all disciplines, all popular forms of access devices and differently-abled learners. It is designed to enable people to learn and prepare from best practices from all over the world and to facilitate researchers to perform inter-linked exploration from multiple sources. It is developed, operated and maintained from Indian Institute of Technology Kharagpur.
