| Abstract | Évaluation de l’évolution des politiques ● Globalement, quelques progrès ont été réalisés en matière d’orientation par le marché, bien que le niveau de soutien demeure assez élevé. Celui-ci a progressivement diminué depuis 1986-88, la part du soutien des prix du marché ayant reculé, ces dernières années notamment, essentiellement en raison de la hausse des prix mondiaux. Les mesures créatrices de distorsions de la production et des échanges en représentent cependant encore plus de la moitié. ● La levée des contrôles sur les prix du lait et l’élimination du système de quotas laitiers contribueront à améliorer l’efficience économique du secteur. Par ailleurs, la réduction progressive des subventions à l’exportation et leur suppression d’ici à 2010, la gestion plus souple et transparente des contingents tarifaires, et la diminution de certains obstacles tarifaires (céréales, aliments du bétail) permettront également aux marchés d’améliorer l’efficience économique. ● Les économies réalisées sur les dépenses budgétaires destinées à financer la réglementation du marché (la suppression des subventions aux exportations par exemple) ont été utilisées pour effectuer des paiements directs aux agriculteurs. Une part relativement faible (mais croissante) des paiements écologiques directs, qui imposent des normes supérieures, est destinée au bien-être animal et à des objectifs concernant l’environnement et le paysage. Ces paiements sont subordonnés à l’application de pratiques agricoles précises et comptent parmi les formes de soutien les moins génératrices de distorsions de la production et des échanges. ● L’abandon progressif des mesures de soutien des prix du marché et l’augmentation des paiements directs (confirmés par la réforme de la politique agricole 2011) sont conformes aux principes ministériels de réforme de l’OCDE, surtout en ce qui concerne la structure de soutien aux agriculteurs. Des mesures s’imposent toutefois pour diminuer encore ce soutien et mieux cibler les paiements directs de manière à répondre de manière plus efficace aux préoccupations de la société. |

National Digital Library of India (NDLI) is a virtual repository of learning resources which is not just a repository with search/browse facilities but provides a host of services for the learner community. It is sponsored and mentored by Ministry of Education, Government of India, through its National Mission on Education through Information and Communication Technology (NMEICT). Filtered and federated searching is employed to facilitate focused searching so that learners can find the right resource with least effort and in minimum time. NDLI provides user group-specific services such as Examination Preparatory for School and College students and job aspirants. Services for Researchers and general learners are also provided. NDLI is designed to hold content of any language and provides interface support for 10 most widely used Indian languages. It is built to provide support for all academic levels including researchers and life-long learners, all disciplines, all popular forms of access devices and differently-abled learners. It is designed to enable people to learn and prepare from best practices from all over the world and to facilitate researchers to perform inter-linked exploration from multiple sources. It is developed, operated and maintained from Indian Institute of Technology Kharagpur.
