| Abstract | La Pologne a un régime séparé de sécurité sociale pour les agriculteurs, administré par la Sécurité sociale agricole (KRUS). Ce régime couvre les retraites, l’assurance-maladie, les pensions d’invalidité et d’autres prestations pour l’immense partie de la population satisfaisant aux critères plutôt larges d’inclusion dans le régime agricole. Ce régime administré par le KRUS a été critiqué de longue date pour ses iniquités perçues, les incitations perverses qu’il génère et les distorsions qui en résultent sur le marché du travail et le marché foncier, enfin pour le fait qu’il n’est nullement en passe de s’autofinancer : au début des années 2000, les subventions budgétaires au KRUS représentaient chaque année environ 2 % du PIB, chiffre bien supérieur aux montants dépensés au titre de l’agriculture en dehors du KRUS. Mais, la puissance du lobby agricole était telle que l’on n’a pratiquement pas pu toucher au système jusqu’à la fin de l’année 2003, date à laquelle la contrainte budgétaire a forcé le gouvernement à proposer de modifier le système dans le cadre d’un plan plus vaste de redressement des finances, appelé « plan Hausner ». Ces propositions de réforme ont été débattues au cours des deux années suivantes et progressivement amputées. En définitive, seuls ont été adoptés des changements mineurs dans l’administration du système de sécurité sociale agricole. De fait, le budget 2006 a été plus généreux. |

National Digital Library of India (NDLI) is a virtual repository of learning resources which is not just a repository with search/browse facilities but provides a host of services for the learner community. It is sponsored and mentored by Ministry of Education, Government of India, through its National Mission on Education through Information and Communication Technology (NMEICT). Filtered and federated searching is employed to facilitate focused searching so that learners can find the right resource with least effort and in minimum time. NDLI provides user group-specific services such as Examination Preparatory for School and College students and job aspirants. Services for Researchers and general learners are also provided. NDLI is designed to hold content of any language and provides interface support for 10 most widely used Indian languages. It is built to provide support for all academic levels including researchers and life-long learners, all disciplines, all popular forms of access devices and differently-abled learners. It is designed to enable people to learn and prepare from best practices from all over the world and to facilitate researchers to perform inter-linked exploration from multiple sources. It is developed, operated and maintained from Indian Institute of Technology Kharagpur.
