Abstract	At present, how to develop low-carbon economy is an essential strategy which may both decelerate climate warming and accelerate economic recovery in Beijing, Tianjin and Hebei. Through survey, we find that the enterprises have positive response to this strategy. Under the analysis of these enterprises facing new opportunities and new tasks, this paper considers that in order to both further complete the national task of China's energy conservation and emission reduction and enhance the regional low-carbon competitiveness, the three governments need for policy innovation, and thereby achieving the harmonious development of low-carbon economy by enterprises collaboration.
