Abstract	Into the knowledge economy era, people pay more and more attention on intellectual capital and technology innovation. This paper is rooted on the relationship between regional technology innovation and intellectual capital accumulation, putting forward that intellectual capital accumulation is the key of enhancing the regional technology innovation capability. Through the promotion of regional economic development, impact on the main body of regional technology innovation and the impetus for innovation, so as to advantaging regional technical innovation capability. With classification of intellectual capital by internal and external, storage quantity and increase, the author has made systemic analysis of intellectual capitalpsilas accumulation model. Besides, the author has created the strategy of which refers to enhancing regional technical innovation capabilitypsilas intellectual capital accumulation model selection that rooted on the different levels of intellectual capital.
