Abstract	Ocean Observing Systems (OOSs) have been widely applied to assist the oceanographic research. However, development of OOSs often suffers from low efficiency due to complex programming and iterative debugging. In this paper, we present DPOI, an interactive platform for developing scalable and interoperable OOSs. In the platform, an OOS is first decomposed into several subsystems, which are decoupled into a set of modules further. Thereby the development of OOSs is turned into assembling the functional modules easily. Moreover, OOSs developed are able to meet different user requirements by configuring parameters through interactive dialog boxes provided in the platform. A prototype OOS is developed to validate the platform. The results show that our platform improves the development efficiency and quality of software.
