Description | World War II cartoon shows Secretary of the Treasury Henry Morgenthau, Jr. and Treasury General Counsel Randolph Paul talking inside their office while crowds visible from the window hold signs reading, "Pay as you go taxes" and "We want Ruml plan." Morgenthau demands to know why Paul didn't think of these ideas. In 1943, in order to increase tax receipts, the government proposed instituting a tax witholding plan, under which people would pay income taxes during the year in which the income was received. Beardsley Ruml, treasurer of Macy's, suggested that to avoid double taxation in 1943, that the government forgive taxes for 1942. The idea was popular with the public, but the Treasury Department (including Morgenthau) maintained it would produce a windfall for people who had profited in 1942 from the war effort. |
