Abstract The increase in emigration pressures in sending countries together with the tightening of admission requirements for legal migrants and asylum seekers in receiving countries, are said to be among the main factors driving the growth in human smuggling. For this reason, many commentators have advocated the creation of more regular channels for employment, and the introduction of temporary worker programs, especially for the low skilled to reduce human smuggling. It is often suggested that if more migrants were able to enter developed countries legally for short periods to work, fewer people would need to turn to smugglers for assistance. This article discusses some of the arguments for and against this policy approach, focusing on Europe. The article suggests that there are likely to be no easy solutions to combating people smuggling, and only a comprehensive approach, is likely to have any chance of success; such an approach should include a range of measures including greater onportunities for temporary employment.L’accroissement de la pression d’émigration dans les pays d’origine, conjugué aux conditions d’admission plus exigeantes pour les migrants légaux et les demandeurs d’asiles dans les pays destinataires, sont généralement tenus comme étant les éléments principaux dans la montée du trafic de clandestins. C’est pourpuoi plusieurs ont proposé la création de débouchés/perspectives d’emploi plus réguliers et l’introduction de programs d’emploi temporaire, surtout pour les travailleurs non spécialisés, dans le but de réduire l’incidence du passage de clandestins. Il a souvent été suggéré que si plus de migrants pouvaient travailler dans des pays développés légalement et pendant de courtes durées, moins de gens auraient recours aux passeurs pour les aider. Dans cet article, nous présentions le pour et le contre d’une telle politique, en s’appuyant sur le cas de l’Europe. Nous affirmons qu’il n’existe probablement pas de solutions faciles au problème de passage de clandestins et que seule une approche étendue et intégrée pourrait réussir. Celle-ci devrait comprendre diverses démarches visant l’accroissement des occasions d’emploi temporaire.
