| Abstract | Mit dem BioRegio-Wettbewerb des Bundesministeriums für Bildung und Forschung kam erstmals ein technologiepolitisches Instrument mit Wettbewerbscharakter zum Einsatz, um die wirtschaftliche Umsetzung neuer wissenschaftlicher Erkenntnisse in marktfähige Produkte in ausgewählten Regionen zu fördern. Die empirische Untersuchung zeigt, dass die Teilnehmerregionen tatsächlich erfolgreicher waren, neue Biotechnologieunternehmen zu attrahieren. Der Rückschluss, dass dies auf die Wettbewerbsteilnahme zurückzuführen sei, ist jedoch verfrüht. Die Ergebnisse der empirischen Analysen legen nahe, dass es sehr schwierig ist, einen solchen Effekt zu identifizieren. Interessanterweise schnitten Gewinnerregionen des Wettbewerbs nicht besser ab als die sonstigen Teilnehmerregionen. Wir schließen daraus, dass von der angekündigten bevorzugten Förderung von Projekten in Gewinnerregionen sowie der Zertifizierung als Gewinnerregion keine zusätzlichen Impulse auf das Ansiedlungsgeschehen ausgehen. Unsere Analysen belegen ferner, dass öffentliche Forschungseinrichtungen von zentraler Bedeutung zur Erklärung regionaler Unterschiede in der Gründungsaktivität von Biotechnologieunternehmen sind.Regions with biotechnology-specific knowledge seem to have best chances to attract potential entrepreneurs to establish a biotechnology-firm. The BioRegio contest (BRC) aims to stimulate the creation process of biotechnology clusters in these regions. The multivariate analysis shows that BRC participating regions attract significant more new biotech-firms than non-participating regions. The finding does not allow to conclude, however, that participation at the contest is responsible for the result. Our empirical analyses point out remarkable difficulties to address this question. Most interesting, BRC winning regions do not outper-form other BRC participating regions with respect to the number of newly founded biotech-firms. We conclude that certification as winner and exclusive financial support do not matter. Further, our estimation results point out that public research institutes are a crucial resource to produce and attract biotech-entrepreneurs. |

National Digital Library of India (NDLI) is a virtual repository of learning resources which is not just a repository with search/browse facilities but provides a host of services for the learner community. It is sponsored and mentored by Ministry of Education, Government of India, through its National Mission on Education through Information and Communication Technology (NMEICT). Filtered and federated searching is employed to facilitate focused searching so that learners can find the right resource with least effort and in minimum time. NDLI provides user group-specific services such as Examination Preparatory for School and College students and job aspirants. Services for Researchers and general learners are also provided. NDLI is designed to hold content of any language and provides interface support for 10 most widely used Indian languages. It is built to provide support for all academic levels including researchers and life-long learners, all disciplines, all popular forms of access devices and differently-abled learners. It is designed to enable people to learn and prepare from best practices from all over the world and to facilitate researchers to perform inter-linked exploration from multiple sources. It is developed, operated and maintained from Indian Institute of Technology Kharagpur.
