| Abstract | This study aims to analyze the formulation phase of the decision-making process in a public institution regarding the interests of their creators and their potential gains when deploying their actions through the implementation of an enterprise created in 1996 and opened in 1998, the TRAMO-WEST . The methodology was based on a collection of data from specialized literature and documents from the organs in the political and economic environment of the regions benefi t from deploying the TRAMO-WEST. Data analysis was based on public choice theory, to assess the possible existence of “gains” election by the party who conceived the project. The study concluded that the decision-making process involved in the construction of the transmission line TRAMO-WEST was articulated in a political manner in order to achieve “gains” election. |
