It is believed that to establish reference variables for consolidation and quality of higher education in the form of distance education (DE) in the Federal Universities in Minas Gerais, it is necessary to know the paths chosen for their legitimacy. For this, we need to identify how the Federal Universities in Minas Gerais are adapting their organizational patterns to make actions in favor of quality and consolidation of the variables of distance learning part of your habits and routines, reflecting thus the importance attached to the quality of the modality. Thus, this research aims at identifying how this federal universities are legitimizing the "Benchmarks for Quality Distance Education" in their university courses. We prepared a literature review on the features of the theme of distance education, the regulation of the modality and the benchmarks of quality. Then the presentation of bibliographic references, addressing the prevailing assumptions and foundations of institutional theory, especially the concept of legitimacy. A qualitative methodology was used primary data, considering the eleven public universities and colleges of the State of Minas Gerais, collected through interviews applied to strategic subjects, all officers of the units of distance education at these universities. For the treatment and analysis of data to content analysis, tracing the characterization of mining university as distance education, and then, analyzes of interviews by category: Pedagogical Issues, Human Resources and Infrastructure. Concluded about the "Pedagogical Aspects", that not only the relevance attributed to factors such as the politicalpedagogical profile of the student and the training of specialized staff is predominant, as well as inter-functional relationship between them. Communication systems stood out as the investment of new universities in ICT, strengthening the methodological tools for distance education. As for materials, there is the use of handouts, video classes and digital picture-in order that these resources provide simulations and interactivity to students. The aspects relevant institutional review, have been highlighted points on the same frequency, which may be peculiar to the reality of each university. In category "HR" stood out the factors related to recruitment and selection of teachers and tutors through public announcements, that fall into the suitability standards, the training of the multidisciplinary team showed up in good care |
