| Abstract | The solidarity economy emerges as a form of economic organization that seeks to create alternatives to the marginalized and excluded by capitalism. Social inclusion through this economic sphere has been considered as co-responsibility of the State. Thus, different social subjects are moving to the consolidation of a particular policy at all levels of government. Under this scenario, the objective of this paper is to present an analysis of the institutionalization of policy solidarity economy in Mato Grosso, Brazil, and the political and social challenges to its implementation. The role of social movements, the university and the state parliament was important for passing legislation, however the process was not exhausted producing new collisions for the formation of public spaces that may provide better conditions of participation and deliberation for the execution of policy. |
