| Abstract | This study analyzes comparatively the features of the networks of stakeholders created by the entrepreneurs of the ICT -Information and Communication Technology- sector of Tandil-Argentina and Recife-Brazil. As the basis of theoretical support for the analysis of the networks of stakeholders, the four mentoring functions were considered: friendship, information, confidence and advice. The analysis allowed the identification of the actors that play relevant roles in the maintenance and expansion of the networks which support technological innovation in both cities under study. In Argentina, the support of mentoring is characterized by sub-networks based on advice and information. Friendship and confidence are present. However, they occur at lower intensity. These findings were compared by measuring the strength of the ties. They were confirmed by the predominance of weak ties and characterized by a network open to the innovation process. On the other hand, in Brazil, the confidence network is larger than the information network and strong ties of interaction are predominant among the stakeholders. These characteristics do not favor the innovation processes. A shared feature between both countries was the diversity of roles played by the stakeholders involved. It is concluded that these differences are due to the bases of formation of both networks. In the Argentinean case, the formation occurs from the demand of the market, whereas in the Brazilian case there was a strong incentive from the government for the formation of a cluster of ICT enterprises.
