| Abstract | Since a score of years, the environmental strategies of the international organizations in the developing countries knew a certain evolution. The latter illustrates the passage of a technical comprehension of the environmental questions, of a technocratic and sectoral step on behalf of the international organizations, with deliberative, participative steps in the implementation of the programs, while returning to a planning of long term to multi-sector aiming. These ruptures are to be moderated: the changes were rather in the speech ; the principle of appropriation that the international organizations propose is paradoxical with the conditionality. |
