| Abstract | Nowadays, the "diaspora" concept became an important element of international relations. The fast integration processes between nations, diaspora and lobby organizations increasing role in international politics, transformed wide range of activities in this area into historical necessity. On the other hand, producing the policies towards compatriots and relatives all over the world has become one of the key parts of the national and international strategy of each country which aims to be a significant power in the region and all over the world. In this study, in addition to the international diplomatic relations, relevant diaspora policies of the countries which desire being much more stronger in the intrenational sphere by establishing better relations with its historical-cultural-national values were exemined. In this context, legal, strategic, administrative-structural and political characteristics of the Azerbaijan, Georgia and Armenia’s policies in the relevant area are discussed. The ultimate goal of the study, is to reveal the international experience operating in the area and to contribute both theoretical and practical current and future conducted workings.These policies related to the compatriots living abroad varies by countries in certain areas such as language, education, political-ideological, cultural ideology, etc. Each country’s strategies and policies concerning its citizens and compatriots living abroad is due to that country’s historical, administrative, political, social, economic and cultural characteristics. Examination of the country examples has revealed that a number of related issues are more important in this area. First, it is legal aspect according to which countries with compatriots, and community relations, have created for this purpose, certain national and international legal frames or basis. Second, is the structural dimension, accordingly on the basis of these legal basis and policies related national and international institutions or organizations to perform projects and other activities in the related area were set up. Another dimension is ideological, accordingly, the government’s activities are legitimized by the certain ideas or political discourses. |
