| Abstract | The article briefl y describes the level of development of participatory democracy in Poland as well as management models used by public administration. The authors propose that the degree of participation of citizens in governance and public management is defi nitely insuffi cient. More and more communities call for increased citizens’ infl uence on the shape of public policies, including those at the local level. Various proposals of legal and organizational changes are put forward aimed at increasing the participation local community members in infl uencing their development. The study presents an original concept of local partnerships linking public authorities, civic society organizations, entrepreneurs and active citizens in the process of programming and implementation of public development programmes and solving local problems. At the same time, the authors propose solutions that would make it possible for partnerships to acquire legal personality. |
