| Abstract | The concatenation of different structural elements located in specific areas, lead to the setting of a complex urban scenario characterized by the risk of disaster, the deficit, informality and environmental conflicts over disputed land as a social conditioning. Formal responses to the situation in the name of development are not only unaware of the complexity of the Colombian city, but they have also become one more cause of urban environmental issues. This study intends to propose strategies for the construction of social housing as part of an appropriate urban complete change, as an alternative to segregationist measures fixed by the public policies of housing relocation. The potentialities of the Colombian law are well known, in terms of constructing the city accessible to everyone, as an instrument for public administration oriented to an alternative management of informal settlements in the city of Pereira. |
