| Abstract | This doctoral thesis studies the relationships between territory, public policies and development paths in particular rural areas. It is intended to recognize the new strategies adopted for the implementation of public policies for rural development and the extent to which they are contributing to materialize development processes with a territorial approach within the territory of Alto Oeste, Rio Grande do Norte (Brazil). The ideas which motivated this research arose from questions to more general problems on the relationship between the theoretical pretensions of public policies on rural development areas with a territorial approach and the impact of these policies on the reality of the rural population, particularly in areas with socio-economic needs, and political and institutional, as it is the Alto Oeste of Rio Grande do Norte. The general guidelines of this research comprise two parts. The first one analyzed key aspects of the development from the theoretical perspective, extending the debate for rural and territorial scope, as well as on the paths followed by public policies for rural development to legitimize the territorial approach within the European Union, in Latin America and Brazil. The second part of the thesis refers to empirical analysis. The following aspects were analyzed: the appreciation of local stakeholders on public policies for rural areas, especially considering, the enhancers elements for the transition to the territorial approach; institutional relations and characteristics of collective actions for development policies management in the study area and finally, the role of public policies in the diversification strategies of the activities of family farmers. As from a qualitative perspective, information, through interviews and questionnaires to stakeholders in the territory, were requested. The study results show that there is a creation process (still slow) of common culture of territorial planning with focus on public policies for rural development, specially, within the federal public institutions. However, this phenomenon is not widespread. In the Alto Oeste of Rio Grande do Norte*, the trajectories for the incorporation of the territorial approach in the interventions of rural development policies have been slow and uneven, finding difficulties in state and municipal institutions. There is a huge gap between the adoption of policies and programs and their subsequent development. Generally, the trajectories taken by the intervention models in the territory very little have generated a culture that appreciates integrated initiatives (in different shares) and which profit, including, local capacities as primary objectives of policies with a territorial approach. Besides that, the lack of cooperation and relations among the actors of the territory, as well as the little knowledge of the local population about the actions and programs, are some of the barriers to legitimate the territorial approach in the Alto Oeste. |
