| Abstract | RESUMO Este artigo analisa a operacionalizacao do Programa Nacional de Alimentacao Escolar (PNAE) executado pelo Governo do Rio Grande do Norte, de 2011 a 2012, que tem por objetivo a insercao de agricultores familiares no PNAE de alimentos, verificando os principais entraves no acesso a politica publica. Como procedimento metodologico, o estudo realizou combinacao de abordagens quantitativas e qualitativas, via Analise de Conteudo e Analise Exploratoria de Dados (AED). Pode-se preliminarmente diagnosticar que a Lei 11.947/2009 nao esta sendo cumprida integralmente quanto ao minimo de compra de 30% dos recursos da alimentacao escolar junto a agricultura familiar, excetuando a 6a DRAE. Salienta-se que as escolas pertencentes a jurisdicao do 2o DRAE. No Diagnostico Rapido Participativo (DRP) realizado, verificou-se a falta de dialogo e articulacao entre os diretores de escolas e tecnicos da EMATER/RN nos municipios, e que tal gargalo unido a questoes macro – falta de registro do produto na vigilância sanitaria, falta de planejamento das aquisicoes entre outros – tem efeitos no desempenho e o cumprimento da meta estabelecida pela legislacao vigente. A BSTRACT This paper analyzes the operationalization of the National School Feeding Programme (NSFP) run by the State Government of Rio Grande do Norte, Brazil, from 2011 to 2012, aiming at integrating family farmers in the NSFP and checking the main barriers in accessing public policy. It was used a combination of quantitative and qualitative approaches as methodological resource through Content Analysis and Exploratory Data Analysis (EDA).It was possible to observe that the Law 11.947/2009 is not being fully complied regarding minimum purchase of 30% of the resources of school meals from family farming, except the 6th DRAE. It is important to note that analysed schools belong to the jurisdiction of the 2nd DRAE. Within Participatory Rapid Appraisal (PRA) it was observed that there was lack of dialogue and coordination between school directors and EMATER/RN technicians in the cities. It was also observed that this bottleneck added to macro issues – lack of product registration in health surveillance, lack of planning, among others – have effects on performance and the achievement of the target set by law.
