| Abstract | The study aims to present some theoretical contributions of Amartya Sen to the development debate, understood by a perspective of promoting human freedoms and capabilities. It also aims to analyze structural norms of the Federal Constitution of 1988, examining the compatibility of the constitutional normative model with the Indian economist's approach. Finally, adopting a deductive rationalization, after bibliographical research and legislative analysis, intends to criticize propositions to reduce social commitments of the State to an alleged economic growth, assessing whether they would be in accordance with the development. |
