Abstract	The quality of health care services is imposed as a challenge for the national health system, but also in the prelude to the implementation of the Public Health Network. Consequently there have been many efforts to certify institutions with ISO 9001-2008. With regard to the provision of health services in surgical one of the problems of greatest impact is the progressive increase in the waiting list for elective surgery, which sound management can attest to the effectiveness and efficiency in managing a system health, avoiding undesirable complications and expenses. A retrospective and quantitative qualitative, observational, transverse and descriptive study of the management of waiting times in the Technical Unit of Plastic Surgery Hospital Carlos Andrade Marin is proposed that for being unique in the province and lack of a second reference level is the appropriate framework to study the issue and suggest changes that allow management rationed rationing of service. It has been hypothesized that changes in the processes that lead to the patient from his first visit specialty to execution of elective surgery reduces the average wait for elective surgery time and consequently improve the quality of health care in plastic surgery and reconstructive. This study aims to develop a mechanism for the equitable management of the provision of surgical services in the Technical Unit of Plastic and Reconstructive Surgery HCAM; for this purpose, the analysis of processes and organization with their actual results will help us establish measurable benchmarks and identify shortcomings in them, and generate suggestions for change to improve
