| Abstract | This paper performs a study of the Institutional Performance Indicators Systems practices best in Public Organizations of Research, Development and Innovation (R&D&I), focus on military organizations. In the public sector, especially in the military organizations that are strongly committed to R&D&I, changes have been observed trying to set up a Contemporary Management, based on Performance Indicators Systems as a tool of organizational control over the accomplishment of the settled plans, and the completion of the organization mission, targeting a continuous improvement process. Among the approaches used to develop a Performance Indicator System, since the 90s, the Balanced Scorecard – BSC stands out. It is based on the studies made by Kaplan and Norton, 1986. The BSC approach places strategy and mission – and not control as the core of the indicator system. Everything is considered under a continuous management process, and presents financial and non-financial data, in logical format. This work’s proposal is to understand international and national Institutional Performance Indicator Systems experiences, applicable to public organizations of R&D&I, preferentially military ones, and to identify their best practices with those Systems. At the end of this paper a comparison between the analyzed experiences is conducted and some suggestions are given to build an institutional performance indicators system to R&D&I organizations. This study is in the context of Institutional Performance Indicators Systems, focus on the BSC approach, proposing an innovative aspect to the development of this approach in Brazil, particularly in public organizations with strong performance in R&D&I. At the end of this research it is possible to apply the results to other public organizations, military ones or not, that develop R&D&I activities, or to improve Institutional Performance Indicator Systems already in operation, adjusting them to applicable norms and lines of direction. |
