| Abstract | Colombia presenta unas caracteristicas en su desarrollo economico y social atipicas enel contexto internacional. Es el pais con mayor violencia cronica en el mundo, conmayor numero de secuestros, de homicidios. Sin embargo, en el contexto latinoamericanosu regimen politico aparentemente es uno de los mas estables, su tasa de crecimientodel PIB en los ultimos 30 anos solo es superada por Brasil y la estabilidad de laeconomia en terminos de control de la inflacion y crecimiento economico, es una de lasmas solidas de la region. Este articulo explora estas contradicciones, analizando laprofunda crisis institucional del Estado colombiano. Para superar la crisis se analiza elpapel del Estado en la economia, las reformas estructurales al interior de los trespoderes publicos, del regimen politico en su globalidad, todo lo cual se debe realizardentro de un proceso de reformas y negociacion con los grupos armados.__________ABSTRACT:Colombia presents some atypical features in its economic and social developmentinside the international context. Colombia is considered as most chronically violentcountry in the world, including the highest number of homicides and kidnapping.Nevertheless its political regime is seen as one of the most stable countries in LatinAmerica. Its GDP growth rate in the last 30 years is only overcome by that one of Brazil;and the stability of its economy in terms of inflation control and economical growthhas become one of the most solid in the region. This article explores these contradictionsby analyzing the deep institutional crisis of the Colombian state. To overcomesuch a critical situation, the state role in the economy, the structural reformations inthe three public powers, and the political regime as a whole is analyzed. The resultingoutcome should be carried out inside the reformation process and negotiation with thearmed groups as well. |
