| Abstract | espanolEl gobierno espanol licito desde finales de los anos 90 hasta 2004 mas de 15 autopistas de peaje de nueva construccion. Se queria desarrollar una red completa de vias de gran capacidad que permitiese a Espana ser mas competitiva, y al mismo tiempo cumplir con las restricciones presupuestarias impuestas por la Union Europea para acceder al Euro sin frenar el desarrollo e inversion en infraestructuras de transporte. El presente articulo indaga en la asignacion de riesgos que se hizo en estas autopistas y las causas que han llevado a la reciente renegociacion de muchas de ellas. Del mismo modo, estudia si la asignacion de riesgos tras las renegociaciones ha sido la mas eficiente y beneficiosa para la sociedad. A partir de los resultados obtenidos, se reflexiona sobre como deberian asignarse los riesgos en futuros paquetes de autopistas. EnglishThe Spanish government tendered from late 90 to 2004 more than 15 greenfield toll highways. The government wanted to build an entire network of highways with a double objective. On the one hand, allow Spain to be more competitive. On the other hand, comply with the budgetary constrain imposed by the EU to access the Euro without slowing the development and investment in transport infrastructure. This paper explores the location of risks made in these toll highways and the causes that have led to the recent renegotiation of many of them. Also, we study if the location of the risks after the renegotiations has been the most efficient and profitable to society. In the results of the paper, we analyze how the risks should be identified and allocated in future packages of toll highways. |
