| Abstract | Este artigo analisa a inclusao de criancas e adolescentes, como sujeitos de direitos, na agenda e implementacao da politica publica local. A pesquisa qualitativa traz reflexoes sobre a Doutrina da Protecao Integral e a municipalizacao do atendimento, estrutura e funcionamento do Conselho Municipal dos Direitos da Crianca e do Adolescente e do Conselho Tutelar, considerando os fundamentos da teoria da agencia e estrutura de governanca. Os resultados mostram que, embora avancos tenham ocorrido desde a criacao dos Conselhos e a inclusao de novos atores no processo de decisao politica, ainda ha necessidade de ajustes, principalmente na compreensao da prioridade absoluta com que as deliberacoes do CMDCA tem que ser atendidas pelo Poder Publico. Conclui que o principal desafio esta na limitada mediacao entre os interesses da crianca/adolescente e os jogos de poder dos gestores das politicas publicas, em funcao da escassa articulacao interinstitucional e baixo poder de mobilizacao dos atores envolvidos. CHILDREN AND ADOLESCENTS AS CITIZENS OF RIGHTS AND THE CHALLENGES FOR THEIR INCLUSION IN THE AGENDA OF LOCAL PUBLIC POLICIES Abstract: This article aims to analyze the inclusion of children and adolescents as citizens of rights, in the agenda-setting and implementation of local public policies. Through a qualitative research, it was looked to reflect on the Integral Doctrine Protection and the local attendance; structure and functioning of the Municipal Council of Child and Adolescent Rights and the Guardian Council, considering the agency theory foundations and governance structure. The results had shown that, even so advances have occurred, since the creation of the Councils and the inclusion of new actors in the politics decision process, still have necessity of adjustments, mainly, in the understanding of the absolute priority with the deliberations of the CMDCA have to be attend by the public power. It is concluded that the main challenge is in the limited mediation between the interests of children/adolescents and the power of the public politics managers, in function of the limited inter-institutional articulation and low power mobilization of the involved actors.
