| Abstract | espanolEste articulo hace una aproximacion critica al urbanismo social (US), modelo de intervencion urbana implementado por la Administracion municipal de Medellin en la ultima decada. Dicha aproximacion se hace a partir del discurso de los derechos y su utilizacion estrategica y de algunas herramientas ofrecidas por el concepto de marketing urbano, y las corrientes del neourbanismo y el urbanismo contextual. El texto se divide en tres partes: la primera aborda el concepto de US; la segunda hace una aproximacion al papel de los derechos en el discurso del US; y la tercera, hace una serie de consideraciones finales acerca de las posibilidades de analisis que brinda el uso de los derechos como clave interpretativa para entender el US. Se concluye que el US puede ser entendido como la practica discursiva que acompana el ejercicio de la funcion publica de la ordenacion del territorio y que esta inserta en logicas profundamente dialecticas, de manera que sus practicas no responden a objetivos centrados exclusivamente en lo social, como se predica, sino que estan tambien dirigidas a cambiar la imagen de la ciudad, para hacerla un destino competitivo para inversionistas y turistas. EnglishThis article aims to develop a critical approach to Social Urbanism (SU), which was the model of urban intervention applied by Medellin’s Municipal Administration during the last decade. This critical approach is developed through the discourse of rights and its strategic use, as well as some tools provided by the concepts of urban marketing, neo-urbanism, and contextual urbanism. The structure of the article is threefold: first, it describes the concept of SU; then, it approaches the roll of rights in SU’s discourse; and lastly, the article presents some considerations about the reach of analysing SU through rights. The conclusion is that SU can be understood as the discursive practice accompanying the exercise of the public function of land-use planning. Therefore, its practice is not exclusively social, as most people believe, but it is also addressed to both improve the productivity of the city, and to develop the city as a destination for investors and tourists. |
