| Abstract | Social benefi ts of water quality improvement: an evaluation of the averting cost method in households Water quality is a problem in many urban centres. Though in Spanish cities water supply fulfi ls the minimal legal requirements, in some occasions, its negative social perception induces citizens to adopt defensive behaviours. The economic theory advocates that defensive costs supported by citizens can be considered as benefi ts linked to quality improvement. This is the case of Zaragoza where supply infrastructures dated from the 18th century are still being used. At present, a project is being developed to change infrastructures and improve water quality. The fi nancial costs of this project are already known, however, the corresponding social benefi ts are unknown. The value of these benefi ts has been estimated by a survey of households on the social profi tability of this project. Precise values as well as value functions have been evaluated for three defensive behaviours. Results confi rm the high social profi tability of this public intervention. |
