| Abstract | This paper aims at studying the best State model to meet the needs of civil society and social policies in contemporary society. First, it presents a brief historical overview of the models of state and then it covers concepts such as: State, modernity, public spaces, civil society, and citizen ship. The aim is to study the concept of social movements that support citizen participation in the social and democratic state of law in Brazil, highlighting the importance of demanding social, political, civil, and economic rights. From this scenario emerge public policies whose true meaning is distorted by political and economic elites. In this sense, the definition of civil society, social movements and non-governmental organizations is paramount for the understanding of this debate. The methodology consisted of a literature review, in order to achieve a desk analysis. |
