| Abstract | This article first describes the Helvetic political context as well as the environment in which drug-related questions were addressed over the past 40 years. Geneva’s approach to regulating cannabis distribution is then discussed, as well as the results obtained until now and the solution that has been proposed. Finally, some considerations on the nature and characteristics of the public debate are presented. In the context of a direct democracy such as Switzerland’s, it is of major importance to popularize the regulation project, since it will inevitably be subjected to a referendum and require approval from the majority of its citizens. It is essential to demonstrate that both citizens and society will benefit from this reform through increased safety in cities and that it is not a choice between whether or not to use. It is also essential to have a rational debate and to demonstrate that this system of regulation will not cost anything to society thanks to a specific tax on this product. |
