| Abstract | Considering the potential of Public Policy Councils for a better and more equitable use of public resources, this study aimed to analyze the implications of flaws in its operation for the Public Governance. Data of a documentary research, obtained from the analysis of the reports from Controladoria Geral da Uniao, show that the councils of health care face barriers to ensure good performance and have flaws that go from their constitution to their operation, demonstrating evidence of weaknesses that can undermine their contribution to a good governance and to the inclusion of the society in the processes of preparation and control of policies.
