| Abstract | Through an exploratory approach, this paper describes a case with singular characteristics in the Latino American context, analyzing two medium size border international cities: Posadas (Argentina) and Encarnacion (Paraguay), both of them affected by the mega hydroelectric project Yacireta, built by the Yacyreta Binational Entity (EBY), and located in the fast-flowding Parana River. As a large scale project, the Yacyreta effects generated a particularity in these cities, not only have led to a huge investment in complementary public works, but also it has altered their morphology and generated new spatial rearrangements. The intervention also awoke several processes of renewal and urban regeneration, a situation highly unequal and exclusionary for the popular sectors. |
