| Abstract | Introduction: The so-called « MCS » is one of the 12 commitments contained in the French Territory Health Pact. Specifications for this area were. Objective: identify the advantages and limitations of the specifications designed by the French Rhone-Alpes Area Agency “ARS” in 2013, from the MCSs’ point of view. Support and methodology: A compendium of all the MCSs assignments in the French North-Alpes area, in winter 2014/2015 was compared to the ARS’ official documents. A questionnaire was submitted to all the MCSs in this area, in autumn 2015. Findings: 93 % of the respondent MCSs said the part they played was a major one and 88 % found it was a valuable experience. 22 % noted that people were generally concerned with how they can be provided with emergency cares and 84 % believed there is insufficient awarenes. For 92 % of them, the equipment and drugs provided were deemed satisfactory. The definition of territories was found to be appropriate for 65 % of them. 71 % of the MCSs reported difficulties in complying with specifications when providing their emergency cares, 63 % noted it was difficult to identify the purpose for these emergency. Discussion: MCSs consider this network as highly important and they are attracted to such emergency care services within a supervised system which provides them with a certain peace of mind for their daily general practice, in particular through the supplies and training they have access to. However the implementation of these specifications has limitations. The ways and grounds for triggering an emergency response are still unclear which leads to frictions with the “15” emergency call center. |
