| Abstract | This dissertation intends to problematize the social assistance, whereas a guarantor public policy of the social rights, that takes place in the paradox between the authority and the empowerment of the subjects. It points the social assistance operating through pastoral, disciplinary and biopolitical strategies for the governance of the poor population, where such strategies are in line with neoliberal rationality, producing and inserting the user subjects of this policy in the network debt: moral, subjective and financial. The dissertation points out and also problematizes the entanglement of the policy of social assistance with the plots of the welfare, religion, capitalism and neoliberalism, and its effects of co-opting of the poor population to produce and maintain the system of social inequality in which we live. |
