Abstract	This thesis is a public investment project for the improvement of road infrastructure in the municipal urban qualification district of La Victoria Chiclayo Lambayeque. As a central research problem we have raised if it will be feasible implementation of public investment project for the improvement of road infrastructure in the municipal district urban qualification victory. Also we have set a target to achieve to solve the problem, it is based on obtaining adequate conditions of vehicular, pedestrian and efficient maintenance of the ornament in the study area transitabilidad so the survey was used as primary sources and observation, with in order to obtain qualitative and quantitative data. These surveys were applied to the holders of the object of study. Among the main findings of this project the beneficiary population coming to 1,038 inhabitants, on the other hand to estimate how much is the variation of axis of this project, we can see through the flow of incremental costs at market prices and highlights social prices for both alternatives resulting cost effectiveness by villager of 948.93 soles, this being a favorable outcome for viability. Finally, we mention that the project is viable according to the results from the point of social, environmental, and sustainability analysis of economic indicators of cost effectiveness; to be just the project be fulfilling social development because everyone wants to live according to their values and aspirations will, being for them the road infrastructure is a need for great value.
