| Abstract | This article comes from distrust. Distrust as a function of perceived distance between discourse and practice of the Rural Territorial Development (RTD). In order to justify this distrust, firstly we present the conditions that determined RTD creation. Analyzing the specialized literature and institutional documents that deal with institutional RTD, we highlight four elements to understand the Latin American context in which the RTD was born and would subsequently permeate its modus operandi and results: decay of neoliberal (de)regulation (driven by state de-escalation), agribusiness consolidation, return to primary sector propelled economies, and fight against poverty. In the second part of the article, we analyze the results of RTD policy in the Territory of Citizenship Parana Centre through projects developed in that region. Their theoretical construction and implementation results demonstrate distance from social conflicts, a contradiction for an approach that places the territory at the center of reflection. As background to the article, rethinking the RTD territory means to strengthen the initial distrust. |
