Abstract	The creation of a Model of Human Resource Allocation Management in Projects arose with a necessity detected in ISI (Information Systems & Innovation) of developing a decision support tool, capable of giving Human Resource allocation suggestions in Projects. In ISI, the process of capacity allocation, actually, is manual and requires a big amount of time to be made. The allocation of Human Resources in Projects is mainly performed through the analysis of the experience acquired with the development of previous Projects. ISI has an informatics application, where it is possible, through a manual process, for each Project, to perform the allocation of the available Resources. It is important to state that this process has been sufficient to obtain results, but the return isn’t as successful as one could desire: an optimized use of the Collaborator’s skills isn’t developed. Being aware of this issue, ISI has been investing some effort in improving its Project Portfolio and Capacity Management. With the quantity of Projects in pipeline, the necessity of constructing an informatics application to optimize the process of allocating hundreds of Collaborators in dozens of Projects, revealed as highly pertinent. The results obtained were satisfactory. A template for the support of Project planning was created and positive feedback by Project Managers was given when this template was tested with pilot-Projects. The created Model was tested with these pilot-Projects with Resource allocation being successfully implemented, such that the implementation of the created template and Model in Project planning is now a short term objective in ISI.
