Abstract	RESUMEN: Este artículo presenta un proceso software para la identificación de oportunidades de desarrollo de aplicaciones móviles y sus requisitos funcionales que promuevan la gestión de los trámites y servicios ofrecidos al ciudadano en las organizaciones gubernamentales. Este proceso se diseñó a partir de una revisión sistemática de la literatura científica sobre técnicas de identificación de requisitos software empleando la metodología Kitchenham y de la caracterización del proceso ejecutado para identificar y desarrollar dos aplicaciones móviles en una organización gubernamental. Identificación de Requisitos ABSTRACT: This paper presents a software process for the identification of mobile application development opportunities and their functional requirements to promote the management of procedures and services offered to citizens in government organizations. This process was designed based on a systematic review of the scientific literature of techniques for identifying software requirements using the Kitchenham methodology and the characterization of the process executed to identify and develop two mobile applications in a government organization.
