| Abstract | In order to improve national competitiveness, between 2014 and 2015 the Colombian government, acting through the National Infrastructure Agency (ANI for its acronym in spanish), assigned fourth generation road concessions to public-private associations (PPA) and public partnerships, by means of which it seeks to enhance the quality of national roads and highways. These concessions, under the PPA contractual model, presume that private sector be encharged of the design, construction, operation and maintenance of such roads, as well as their financing. The way these concessions were conceived seeks to guarantee that they can be financed through Project Finance, in which the income flow of each Project should be enough to cover its debt and occasionally the corresponding equity. With the intention of supporting ANI and the Concessioners in the process of financing these projects, in the year 2011 the National Energetic Financial (Fund) FEN was modified into the National Development Financial (Fund) – FDN, with the main objective of managing and incentivizing infrastructure projects throughout the nation. Henceforth, using the Conexión Norte as case study, this paper seeks to analyze the way in which road concessions are financed in Colombia. The Conexión Norte already obtained financial closure and special attention will be devoted to investigate the role of the FDN in the finance structure of this Project. |
