| Abstract | Comparative studies have been the target of governments and multilateral organizations, gaining increasing attention in the current process of globalization. In the evaluation of education policies, the comparison is used to define the parameters of quality and efficiency models. This paper aims to present a study of policies of initial training for secondary school teachers in Spain and Luxembourg, a country with just over 500,000 inhabitants and 41% of immigrants. In Spain, the adaptation of university EHEA has resulted in the creation of a new official Master (MAES) required to access in Secondary Education. In Luxembourg, from a degree, must pursue a Master's degree abroad.
