| Abstract | El presente trabajo se propone describir la participacion estatal en la efectivizacion del derecho a la salud de ninos/as y adolescentes en situacion de desamparo y desafiliacion social a partir del analisis del “Programa contra la Explotacion sexual y el Trabajo Infantil” del Consejo de los Derechos de Ninos, Ninas y Adolescentes. Se trata de un estudio exploratorio descriptivo enmarcado en el enfoque teorico denominado Investigacion en Sistemas y Servicios de Salud. Partiendo de la construccion de conocimientos y la configuracion de un campo de practicas constituido conjuntamente entre investigadores de la Facultad de Psicologia y el Consejo de los Derechos de Ninos, Ninas y Adolescentes de la Ciudad de Buenos Aires, se identifican y analizan los factores que a nivel institucional interfieren en los abordajes dirigidos a la restitucion del derecho a la salud de ninos/as y adolescentes en situacion de desamparo y desafiliacion social. Existen serios obstaculos para ampliar las posibilidades de efectivizar el derecho a la salud. Se observan significativas barreras de accesibilidad al sistema sanitario, y ausencia de trabajo intersectorial para dar respuesta a los problemas de salud de los ninos/as. This is an explorative and descriptive research framed within the theoretical approach known as “Research into Health Systems and Services”. Beggining from the knowledge construction and the conjoint implementation of several practices between researchers from the Psicology University of Buenos Aires and the Children and Adolescents Council dependant from the City of Buenos Aires, we tried to identify and analize those factors that at the institutional level interfere to board the restitution the rights to health of children and adolescents. There are hard obstacles to broaden the posibilities to carry out the right to health. We can observe significant barriers to access to the sanitary sistem and lack of intersectorial work to give a clear response to the problem of helath of those children.
