| Abstract | At the international and national levels, the modernization of the state has been closely linked to actions to make it more transparent and also to the efforts to involve citizens in public affairs. However, despite this conceptual symbiosis and countless theoretically ‘modernizing’ actions as well as the citizens demands for transparency and participation, the results have not turned out as expected. Particularly, there is a marked crisis of confidence in public institutions that again suggests more transparency as the answer for more modernization. Based on the results of the Transparency and Access to Information Index (ITAI for its acronym in Spanish) of the Council for Transparency, in this article we propose the need to associate the concepts of transparency’ and modernization with the practices of the Public Administration. Given the evidence, it is not necessary to continue adding pro-transparency legislation to achieve the goal of modernization of the state. Instead, the key would be in generating an integral transparency system based on a successful experience of implementing the Transparency and Access to Public Information Law in the State Administration, which is far from being apprehended by the public. |
