Description	Journal: Physics Bulletin A proposal with elements in common with that outlined in the review of Helmut Krauch's Computer Demokratie (Physics Bulletin May 1973 p297) was one of the outcomes of a meeting, 'The challenge of the year 2000', arranged by World Federalist Youth and sponsored by the Club of Rome. It was realized that the problems of the human environment were multifaceted and that they required a systematic approach in a context that recognized the biological and physical oneness of a bounded world, the interdependence of mankind and the need for a long term perspective.
