In modern history, the origin of the global governance concept can be traced to the word "international" created by Jeremy Bentham, a British philosopher, jurist and statesman, or even earlier, to Hugo Grotius, a Dutch statesman and "Father of International Law". In fact, rapid globalization has resulted in a "governance deficit". The world economy has been hijacked by the Western monopoly of global capital that pursues profits without constraint and morality. With radical changes brought about by globalization, human society started to shift from governance by nation-states and their governments to regional and global governance where non-state actors played an even more important role which has major geo-political implications sensitive to national politics, economics, sovereignty and territorial integrity.
