With G20 summit, a permanent feature in global governance since 2008, China has been at the center of global economic power, but her ability to set agenda in global governance, to make new rules is not adequate. In July 2014, BRICS leaders gathered in Brazil, and formalized decisions were made at previous summits in South Africa and India to establish the BRICS Development Bank and Emergency Fund.
