| Description | There is an emerging consensus that climate change has progressed to such an extent that, along with mitigation, adaptation is necessary. Adaptation deals with the consequences of climate change. Adaptation is often incorporated in everyday livelihood strategies. Many of the adaptation practices are tacit, and people may be scarcely aware of their adaptive properties. The chapter discusses the responses to climate change by authorities and people in Mozambique. It shows how climate change adaptation becomes subject to politics and social negotiation in the reality of implementation while drawing out policy implications from these findings. In a country where most people rely on agriculture, changes in rain patterns may easily turn hazards such as floods and droughts into disasters. The chapter concludes with the assertion that climate change adaptation, in order to be successful, must be made consonant with historically grown social and institutional processes and grounded in the adaptive capacities of local people.
