| Description | The defeat of Nazi Germany, the years of political impotence and economic deprivation during the occupation, and the Cold War not only raised West Germany's foreign policy issues but also apparently mapped or foreclosed the paths toward their resolution. The "German problem" was cause as well as effect in the origins of the Cold War, and the creation of the two German states in 1949 seems, in retrospect, a logical conclusion to the East-West contest over the nature of the postwar European order. In the first phase of West German foreign policy – from 1949 to the late 1950s – the necessities and contradictions affecting West German foreign policy goals were the most visible. The goal of unifying West and East Germany was of an entirely different order because it could be achieved only with the consent of both Cold War camps.
