| Description | The City of Leeds, in the north of England, has a population of over 700 thousand people. The city is thriving economically, particularly in the legal and financial sectors, and has a centre with a diversity of shops, cultural activities and places of entertainment. Work on the preparation of the Leeds Transport Strategy began in March 1990 and took almost two years to complete. Overall direction was provided by the Transport Strategy Working Group which comprised representation of all political parties on the City Council, the West Yorkshire Passenger Transport Authority and the Leeds Development Corporation. From public consultation exercises the people of Leeds spelt out three priorities for transport: more efficient public transport, improved safety for transport users and pedestrians and a better environment for the city. Leeds created a large pedestrian shopping area in the early 1970s. The strategy proposed its improvement and expansion, and a City Council programme of refurbishment of existing pedestrian streets has been completed.
