| Description | This chapter traces the development history of the China Cultural Centres (CCCs), examines CCCs' development modes, activities, choice of host countries and channels for the promotion of Chinese language and culture, and assesses their impact. It explains the context of Joseph Nye's concept of soft power resources and soft power behaviour. Joseph Nye argues that cultural diplomacy is one of the public diplomacy instruments that governments use to mobilise the resources to produce attraction by communicating with the public rather than merely the governments of other countries. The chapter suggests that CCCs have so far been more successful, thanks to their gradualist and much less intrusive approach, collaboration with both governmental and non-governmental organisations both at home and overseas, ways of organising activities and the more invisible role the government plays.
