| Description | This chapter examines the strategic context in which China's 'media going global' policy decisions were made, the public and intellectual discourse that has since surrounded the policy and the approaches that have so far been taken to implement the policy. It analyzes the rationale, the methods and the causal beliefs underlying the policy and its implementation. The chapter reveals how the notion of soft power is interpreted in Chinese official and intellectual discourse on China's global reach and in what ways some of these interpretations, still contested or contrasted. It suggests that intellectual and policy engagement with the national strategy to globalize Chinese media still needs to address issues concerning cross-cultural differences in terms of perceptions, expectations, discourse rivalry and cultural frames of reference. Public diplomacy activities have been centrally managed and coordinated, with China Central Television taking the leading role and provincial and local television stations mainly providing it with programmes.
